The NEL Framework was first published in 2003 and refreshed in 2012. It is complemented by the Educators’ Guides and teaching and learning resources. Key messages of NEL Framework 2022
- To give every child a good start, pre-school education nurtures the joy of learning and children’s holistic development.
- Character-building and lifelong learning starts at preschool.
- Teachers play an important role together with families to support children’s learning and development.
Key concepts of NEL Framework 2022

The NEL Framework provides the key concepts for promoting quality learning and positive development of children in Singapore. At the centre of the NEL Framework is our beliefs about children. Underpinning the holistic development of children are the values, social and emotional competencies and learning dispositions, as well as the key knowledge, skills and dispositions in the five learning areas.
The effective support teachers provide children in their teaching and learning is key and central to the NEL Framework. The six iTeach principles for quality teaching and learning constantly guide teachers in planning, designing and facilitating appropriate and meaningful learning experiences for children. These learning experiences will lay a strong foundation to help them achieve the Key Stage Outcomes of Preschool Education and develop the competencies that are aligned with the Desired Outcomes of Education.
